On Messenger, it is possible to restrict a contact.

However, can they still contact us? Will I be able to receive a chat message from them or will it not be delivered?

Hello

Yes. Restricting someone on Facebook does not affect Messenger. If you want to restrict them for messages, you have to do it a second time on Messenger.
