Black band at the bottom of the PC screen

Hello, so it's been a little while but when I turn on my desktop PC and go to the desktop, there are black bars at the bottom of the screen that move randomly. After not even 1 minute, the black bars disappear and everything is normal. I would like to know how to fix the issue with the moving black bars please?

Probably a loose connection in the screen or the PC screen cable is faulty; from a distance, it's hard for me to tell you more.

By checking whether it's the cable or not, and if it's not that, to repair or have the screen repaired, it's hard to tell you more from a distance.
