Hello, have you resolved your issue because I'm encountering exactly the same problem. The advice given by bobot doesn't work and I would like to avoid resetting my phone. Thank you.
Hello!

The issue may be related to your phone carrier, check with them to see if certain numbers are blocked on their end. Otherwise, here are some steps to follow to resolve this issue:
- Try resetting the Phone app to factory settings by going to Settings, then Apps, find the Phone app and tap on Storage and cache. Then click on Clear cache and Clear storage. Please note that this will delete your call history.
- If the problem persists, try resetting the Network Settings. Go to Settings > System & Update > Reset > Reset network settings. After this operation, you'll need to reconfigure your Wifi and Bluetooth connections.
- Finally, if nothing works, you might consider doing a complete reset of your phone. Don't forget to back up your data first as this operation erases everything stored on your phone. You can do this by going to Settings > System & Update > Reset > Reset all settings.
