Graphics card at 100% and at 100-110 degrees

Hello, I have a Gigabyte RX 7900 XTX graphics card and here is my problem: when I play a game, the card is always used at 100% and the GPU hotspot temperature rises to 110 degrees (see photos).

Hi
59° and 105 in hot spot....
Not clear.
The hot spot is not necessarily at the GPU level; it could be the voltage regulator modules of the card that are heating up a lot.
Install HWMONITOR and leave it open while playing a game, then take a screenshot of all temperatures of your graphics card and post them here. We'll see who heats up and where.

Well... your graphics card is behaving like a toaster.
You need to reset the fan settings to their original state because right now it's limited to 41%, you're going to fry the graphics card if you keep this up for too long, too bad if it's noisy, at the same time a RX 7900 can only be noisy.
