Black screen and graphics card fan at a standstill

Hello everyone,

I am currently upgrading from a GTX 1650 ti to an RTX 4070 on my desktop, but when I turn on the PC, it displays a black screen regardless of the display port or HDMI slot used, and the fans of my graphics card are not spinning. Furthermore, the motherboard light indicating whether the power supply is operational lights up for a moment at startup and then turns off.

I have searched through some forums, including this one, but I can't find an issue exactly like mine, and I must admit that I don't have the level of understanding to grasp everything in just a few words...

I look forward to your help and opinions.

    Hi

    It's normal that the fans don't turn, they only activate above a certain temperature.

    That being said, a 4070 requires a good power supply and it's necessary that all the connectors on the 4070 are connected to the power supply, otherwise it won't start.
