Winrar is a program on your computer, Google Drive is an online site.
Sometimes, a program that does a big job like decompressing archives (often large in size) cannot decompress anywhere other than in the same folder on the disk on the computer.
Place the archive in a folder on your disk on your computer and decompress it in the same location. Then you can upload the files back to Google Drive after decompression.
Google Drive on its site takes your files and it is possible that it sends something to your screen to display, a reconstructed image that is updated progressively in a way.
These two don’t seem to be made to work together in any case.
