Google Lens is quite powerful, accessible either through the Android app or through Google image search (small camera icon "search by image")

The issue is that Google Lens looks for images similar to the ones sent but does not necessarily identify the location present in the image.
Finally, not quite; the only way is that by uploading the photo in question, it contains GPS exif data that can be extracted, for example, with ExifTool:

Of course, he needs an image that can provide "context," either a wide shot with a "recognizable" element or, if it's a specific object, it should be a "unique" piece.
A photo of a teaspoon won't help him determine whether it was taken at Versailles or the Louvre just by the color of the tablecloth in the background! :p
Also consider looking at the image's meta-data; if it was taken with a phone, there’s a small chance it contains location information...
