Find a phone number from an address?

Hello,

I want to find the phone number of an address that is not listed in the white pages. Is that possible?
I sent a check to this person who was supposed to send me something in return, but I still haven't received anything after a week and the person is no longer responding to emails... and I don’t have their number... and the check has been cashed...
