Hello,
I bought a tablet on Rakuten and a little over a month after the purchase, I realize that there are applications that I cannot install, like Netflix for example and many others.
Is there a way to force certification or work around the problem?
I am in conflict with the seller who is being quite cunning.
Is there a way to install the applications we want on an uncertified tablet?
I tried using apkpure but it doesn't work.

No, I'm not looking to do anything illegal. And as for Rakuten, they couldn't care less about me. As soon as they received my message, they immediately advised me to take action against the seller and reacted as if they had no responsibility in this matter. So, I opened a dispute with PayPal, and Rakuten is not responding to them. If no solution is found by the 25th, they are going to close the case. So I have to proceed legally, and I don't even know who to turn to, what documents to provide, etc. It's really not my style to be litigious, so this situation is frustrating, but I can't let myself be scammed like this. I bought a tablet expecting it to work; I didn't buy it from Aliexpress in China but from a seller based in France. And I'm getting taken for a ride; I'm so disappointed. I was happy to find a tablet because my old Samsung Tab A 2016 with only 16GB of memory had become too limited and failed me eight months ago. So I no longer had my daily reading. Also, I wanted to watch Netflix and use other apps, and now the disappointment sets in. Apps that are not compatible with my system. I looked into it and discovered that my tablet is not certified, and now I'm feeling really fooled.
And the seller's behavior is unacceptable, and I can't find any solution to use these apps. So now I'm not happy with my purchase anymore.

I'm sorry I forgot to provide the end of the story. After 2 months with this Rakuten tablet, PayPal ruled in my favor. The seller, who didn’t want to listen, got his tablet back, received a warning, and I was fully refunded. But in reality, it was mainly thanks to PayPal, which applied pressure. I sent them all the evidence that it wasn't certified by the Google Play Store and that way too many apps couldn't be installed. This week, I bought a XIAOMI Pad 5 again from Rakuten, and again a Chinese version. This time it's properly certified by the Google Play Store. But once again, there are still a lot of apps incompatible with this device. For example, Waze, Signal, Western Union, PC links, and many, many others. So it arrived on Wednesday, and I returned it on Thursday, yesterday. In short, on Rakuten, there are only Chinese versions and on top of that, we have to pay the return fees unlike Amazon, for example. This site isn’t really as good as that; I saved €60 compared to the price at, for example, Boulanger, but with a tablet that is impossible to fully utilize. So the articles announcing great deals are quite misleading. Because we might as well wait 2 or 3 weeks and buy on Aliexpress in that case...

Assuming that such a tablet (or smartphone) is intended for the Chinese market, it will censor everything from Google except for the core itself.
In this regard, I am not convinced that persisting with Chinese goods via AliExpress is a better idea, as you are exposing yourself to the same problems (and I am not even mentioning potential issues with scam sites, delivery times, counterfeiting, customs fees...).

You need to choose the brand and model, not the seller; he is in no way involved in the manufacturing of the equipment or the technical specifications...
As for tablets that are not Chinese (or Asian), I wish you good luck in your search, especially if you're looking for French. You need to stay grounded.
