Connecting a soundbar via HDMI ARC or optical

Hello, I bought a 4K television and a Bomaker Tipio 3 soundbar, and I connected both with an HDMI ARC 2.0 cable as well as an optical cable. I can control the soundbar with the TV remote... my TV displays "ARC mode activated" and the TV sound cuts off, but nothing comes out of the soundbar either via optical or HDMI. I have also selected HDMI in the TV sound menu... so I can't get the TV sound on my soundbar... it works via Bluetooth with the phone, but nothing with the television... thank you for your help. Who provides the image to this television? (the antenna, a TV box, a decoder)?
Generally, the HDMI ARC connection can be temperamental. The sound does not get sent back if the image comes from an external device also connected via HDMI.
As for the optical output, there is usually a setting to adjust in the sound or audio menu of the television to activate the optical output and/or to define the audio output format (PCM - auto - others).
What are the references (brand and model) of the television and any external devices providing the image?
