I saw several discussions on this topic marked as resolved, but the solutions didn't work on my setup.
To make it work, with Canoscan Toolbox Version 4.6.1.2 installed, I started Windows and then plugged in the scanner.
In the Device Manager, under "Imaging Devices," I uninstalled the device.
Then, in the "Action" tab of the same Device Manager, I selected "Add legacy hardware," clicked Next, then chose to install the hardware manually, selected "Imaging Device," and picked Microsoft "USB Scanner Device."
My scanner works like it used to under Windows 10.
