Unable to use the help feature in Excel and Word

The issue may indeed depend on the Office version and/or its license (if we have a volume license, it is by definition managed by an organization).

If not, the most common cause is the deactivation in Word and Excel of the appropriate privacy settings:
For example, in Word 2019, they can be found under File-Privacy Settings-Optional Connected Experiences.

There may be more insidious causes:
-diagnostic and help services disabled in services.msc
-implementation by a third-party utility of a local security policy; if this is the case and it is accidental, it is necessary to either properly configure this utility or manually reverse the operation in the registry:
Starting from Office 2013, the key, if it exists, is located at HKEY_CURRENT_USER\Software\Microsoft\Office\N\Common\Internet where N is the version (15.0, 16.0...) under UseOnlineContent, whose value data should be 2; if it does not exist, it must be created, which is a bit more complex.
-using the browser of your choice while Edge has been uninstalled or blocked by a firewall: Microsoft online help always references Edge even if you never use it.
