Unable to use the help feature in Excel and Word

Hello,
On my personal PC, of which I am the only user and therefore theoretically the administrator, I am encountering the following issue:
when I click on "help" in Excel (but it's the same in Word), I get the following message:
"your organization's administrator has disabled the service required to use this feature"
Can someone kindly tell me what needs to be done to enable this service?

Thank you, Brucine, for this well-structured response (it's rare enough to be noted).
Indeed, by going to "File-Privacy Settings-Optional Connected Experiences" and enabling connected experiences, the help is accessible.
I'm not sure I understand what "connected experiences" means, but the main thing is that it works.

Excellent ... it works, and how! I was stuck on Windows 365.
I went to File - Options - General - Privacy Settings (before the LinkedIn feature... at the bottom) - Enable experiences that download content online. And also Enable all connected experiences.
