it's checked by default in Ccleaner


you can also empty the recycle bin via the Windows options

right click on C:\ --> Properties --> Disk Cleanup



in the window that opens, check the recycle bin --> clean up system files --> OK

Personally, I installed Ccleaner, and I haven't "touched" the settings (recycle bin, etc.), and it's been checked since I started using it

An installation on a machine that has never had CCleaner automatically defaults to Health Check, and the System option in Custom Clean is not enabled by default.
Perhaps you installed CCleaner before the Health Check option appeared, which would explain your settings.
