PC power indicator blinking (white)

Good evening everyone
I have an HP Pavilion dv4 laptop that hasn't charged for some time now. When I plug in my computer, the power light flashes white at a rate of 1 time per second. In fact, the computer won't start, even though it has a new battery. I'm really at my wit's end, please help me, I'm desperate.

    Have you tried unplugging everything, removing the battery, pressing the power button for 1 minute, plugging the charger back in, and trying to start it?

        If you plug in the charger without a battery, does it still blink? Try pressing down hard on the connector to make sure it’s well plugged in to see if it’s not a bad contact.
