URMET 1740 intercom failure, no handset message

Hello,
my intercom is not working: no handset
standard exchange for a new handset 1740 with bracket 1740/954, same message
In the building, the other intercoms are working
I don't see where the problem could be?

additional information about the intercom on the street side:
message: line busy
intercom at the bottom of the building
message: handset absent
impossible to access the program because I don’t know the password

For a building, there simply needs to be a property management company and possibly a maintenance company. They should be contacted.

It is their responsibility to manage and provide access codes as well as to keep the system operational.
