How to protect a PDF in Illustrator?

Hello, I would like to know how it is possible to lock a PDF to prevent other users from opening it with another software.

The problem is that I can very well assign a password to it, but this method prevents viewing; I am just looking to lock access to opening.

You can add protections to a PDF file (printing, editing, etc.) with Acrobat "Pro" in addition to the opening protection (with a password).
If you want to go even further, such as limiting the number of times the file will be opened, you need to add a plugin.
