Unable to use my Google Play balance

Hello!
I have 65 euros in my Google Play balance. When I go to a game (here Matchington Mansion), I can use my Google Play balance to pay for offers in the game. However, when I switch to another game (here: Mythwars Puzzle Match 3), when I try to pay with my Google Play balance, it says:
"Unable to complete your transaction. Cards can only be used in their country of purchase."
The thing is, I actually funded my balance with Google Play cards. These cards were bought in France. My Google Play account and my profile in Google Pay are in France, so at what point are the cards not usable?
Have you encountered the same issue? Is it resolved, and if so, how did you do it? Because having balance and not being able to use it in the game where I want to is a bit frustrating.
