SIM card that won't activate

Hello,
I don't know who to turn to for a solution anymore.
I signed up for a free mobile plan on March 2nd through a private sale with a free iPhone. I received the SIM card and I'm trying to activate it, but I get the message "the SIM card does not require any activation on your part."
Free at 3244 found no solution and said someone would call me back or send me a new SIM card, but I'm still at the same point more than a month later.
Bouygues Telecom, my current operator, has no portability request from Free, and the Free store doesn't want to hear anything and tells me to call 3244.
Does anyone have a solution? Thanks
