Either the options are not well chosen (see the screenshot)

or the images are linked and have been moved (If they are linked, they must remain in the same directory as the document).
or there are too many of them. (Inserting numerous images: https://forum.openoffice.org/fr/forum/viewtopic.php?p=211369#p211369)
This is on OpenOffice but the principle is the same on LibO.

You can only rotate the text that is in a drawing object  In your Writer document, create a text box, click on the frame and then on the Rotate icon.
