PC freezing when downloading

Hello everyone,
I have a question. First, let me give you my setup:

Intel Core I7-10700k
32gb RAM DDR4 3200
1060 6gb
250gb SSD (Windows)
1TB M.2 SSD
2TB HDD
1TB HDD

I obviously have fiber

The problem is that when I start a download, my computer freezes, the mouse lags, it teleports, and the sound is the same, as if my drives are saturated, even though everything seems fine on that front. If you've had this problem before, what is the solution?

      Hi, unfortunately, there’s no solution; I have to deal with it.

        Since I switched to fiber optic, my HDD is having major problems, so I have to download on SSD and there's no issue with that.

        For my part, my Windows is on SSD and I have 1 HDD + 1TB NVME, and when I download on the M2 it freezes on me again...
        I don't know if I've caught some crap because my hard drive, which shouldn't be used, goes up to 100% when I download.
