New RTX 3070 GPU black screen

Hello, I recently bought an RTX 3070. When I open my PC, it runs well and the LEDs light up, but the screen shows nothing at all. I tried connecting the cable (HDMI and DP) to all the ports on the graphics card, but nothing displays. Later, I connected it to the motherboard and it displayed there. With my old graphics card, there are no issues.

Things done: I installed all the drivers for the RTX 3070, I went into the BIOS and couldn't find anything.

So I don't know what to do, is there a solution?

My computer is a Dell OptiPlex 3020 with an i5-4590 processor.

P.S.: I'm a beginner when it comes to PCs.

    the RTX 3070 is not suitable for your PC, the i5-4590 processor is too weak
    the black screen is because the motherboard does not recognize the graphics card, even with PCI Express
    and a 550w power supply

    return the RTX or change your setup
