I recently acquired an RTX 3060 12GB (from Gainward).
I would like to know if it's better to overclock or undervolt (or even if we can do both) this GPU.

Neither one nor the other, the settings made by the manufacturer will always be more appropriate than the neighborhood tinkering.
This type of card has all the optimizations to adapt to all circumstances.
