Purchase under verification rakuten

I bought a smartphone yesterday morning on Rakuten and they said that the purchase was under verification and that I would receive a confirmation email in a few minutes. Today it’s 1:21 PM and still no email and the purchase is still under verification. Is this normal? Thank you in advance for your response.
