Right-click in the top area of the message and click on "Customize"

In the window that opens, do you see a "Send" icon?
If so, click on it and, without releasing the click, drag it to the mail toolbar.

forward - reply - junk - delete it's in the main panel of the received messages list.
"Send" is in the message creation window to send a message!

That's a good idea: as SerBall22 mentioned: right-click > Customize > Default Settings

And to access contacts, in "write" mode you need to press the F9 key.
