Blocked PayPal account, change of phone number

Hello everyone,

I moved from Paris, and I am now in New Caledonia.
I have therefore changed my phone operator and my phone number.
Paypal keeps asking me to verify my phone number,
which is my old one or the line has been canceled and I no longer have access!
I can no longer receive SMS or anything on my old line.
I still have access to the beginning of my Paypal account online with my email address and my password.
I even reset my password with my email address and the secret questions.
But I cannot access my account because it keeps asking me to verify it via my old phone number.
I cannot ask questions via the Paypal forum or the "Customer Service" because you need to have access to your account for that....
I would like to recover access to my account, what is the procedure?

“unable to reach you, the requested number is not in service...”
