I am looking for how to place a dot under a letter: the t or the d, for example.

Hello,
I recommend you install http://wincompose.info/
which allows you to easily obtain 'exotic' characters.
For example, to get ṭ, simply press AltGr (release the key) then !t
ṭ ḍ ṛ ṃ ṣ
AltGr -u or i gives ū ī etc.

There is simply IAST, the International Alphabet of Sanskrit Transliteration, with Hindi using the characters and vocabulary of Sanskrit.
The IAST standard is used in print publications and increasingly in electronic publications.
(In the case of Hindi, a few minor phonological changes have occurred.)
