Is it possible for the iMessage to be "delivered" even if the phone on the other end is turned off? Knowing that this is the only contact platform for the other person.

Hello,
If the iPhone is turned off but connected to a WiFi or cellular network, then iMessages can be received.
If the iPhone is turned off but connected to a WiFi or cellular network, then iMessages can be received.

If it is turned off but the person had their 4G on before it turned off, the message can still be delivered if I understand correctly? Even if the phone is off because the battery is dead?

That's correct, but it doesn't apply if the phone is completely off or out of battery.
