Phone off or number blocked?

Hello,
when I call a number from my mobile, I go straight to voicemail (and the same from my landline). When I send an iMessage to this number, it doesn't even say "delivered." Therefore, I think this number has blocked me. But would the situation be the same if the person's mobile was turned off? (going straight to voicemail and iMessage not showing "delivered"). I should specify that there are no exclamation marks or error messages for the SMS and iMessage I sent to the number; it just says nothing at all!

    Hello, thanks for your response. As for the latest events:
    in the end, the iMessages are marked as "delivered" but not "read," and I go straight to voicemail when I call...
    I don't know what to make of it.. what about you?

      It may be a network issue. SMS can go through with little signal, but calls less so.
