Hyper-V is virtualization software just like VirtualBox, so it is unnecessary to activate it to use VirtualBox. Furthermore, Hyper-V can only be activated through Windows features if you have at least the professional version of Windows.
So I think that VirtualBox is actually asking you to enable Intel VT or AMD VT in the BIOS, assuming your CPU supports that technology.
