Power-up and automatic startup

Hello. Recently, whenever I power on the computer, it starts automatically and launches the OS (Windows 10). What's strange is that I haven't done anything to cause this.
What could be triggering this suspicious behavior? (a hardware issue? BIOS? some other mischief?)

      No, I don't touch the "Power" button on the tower, because even if the computer is off, you can still see that power is flowing (the graphics card LED is still on).
      After properly shutting down the computer, I turn off the power supply switch located at the back of the tower (near the power cable), which allows the tower to be powered on or off (when switched to off mode, the graphics card LED turns off, and there is absolutely no power flowing to the tower). Basically, it comes down to turning on or off the "Power" button of the power strip to which the power cable is connected and connecting the tower to the mains or not. I hope this is clearer; feel free to ask if you need more details.

      There was no problem with that. I would turn off the tower, and when I needed it, I would turn on the power supply switch and then press the Power button on the tower to start the computer.
      But now, as soon as I turn on the power supply switch (essentially plugging it into the mains), it's as if the computer detects that it's plugged in and turns on by itself without me asking it to.

        It's been a long time since PCs completely shut down.
        It goes into hibernation.
        Simply moving the mouse wakes it up.

        For a complete shutdown of the PC: Shut down/turn off Windows 10 completely.

        No, no, this is not a prolonged shutdown; I am sure and certain that it is indeed off. I went through "Shut Down" in the Start menu (as explained in the tutorial).
        However, it is still plugged into the power outlet (so current is flowing to some components, for example, the graphics card mentioned earlier, which allows knowing if the tower is plugged into the electrical network or completely unplugged).

        When the tower is plugged into the power outlet --> pressing the power button turns the computer on.
        When the tower is not plugged into the power outlet --> pressing the power button does nothing.

        However, I am not talking about the power button (sorry for the misunderstanding) but rather about the power supply switch.
        On --> equates to plugging the computer into the power outlet.
        Off --> equates to unplugging the computer from the power outlet.
        And nothing more. It should not cause the computer to turn on (and it didn't until now).

        However, recently this is the case for a reason that escapes me.

        As soon as I flip the aforementioned switch, it causes the connection to the power outlet AND the computer to turn on. However, the computer should not turn on without me asking it to (by pressing the power button), yet that is what happens.
        It's as if the computer detects that it is plugged into the electrical network and turns on by itself because it knows it can.

        I hope I have been clearer and dispelled any confusion.
