Can telephone cables be connected with terminal blocks?

Hello, my mother cut our telephone cable and the electrician added way too much length of cable. I would like to shorten it, but being in quarantine, the stores selling Scotch tape are closed, and I would like to know if it is possible to connect two telephone cables with regular terminal blocks.
