I am unable to resize certain rows in my table. However, I am correctly applying the method, but when I specify the desired dimension, nothing happens, while it works for the width of the columns (which I don’t need)… Can you help me? Thank you.

So you're talking about line height.
To start, have you displayed the non-printing formatting characters (Ctrl+Shift+8)? You might indeed have paragraph breaks that are preventing the table rows from reducing.
Next, take a look in the Paragraph Format settings. You may have spacing before/after that is also preventing the line height from reducing.
