Account locked due to suspicious activity

Hello,
I am unable to log into my Outlook account due to suspicious activity. I changed my phone number and did not update the change in my email, which complicates things. I fill out all the information they request (old password, names of Skype friends, recently sent emails, etc.) but it never seems to be enough to regain access to my account... And since it is impossible to reach a human representative at Outlook for help, I am turning to this forum. Is there an alternative to this robot for recovering my account? Considering that I've had this account for 16 or 17 years and I have everything on it, it is really frustrating to have to transfer everything to a new one...
