Hello,
settings -> Google accounts -> Sync error with a red thing, when I click on the three little dots at the top to "sync now" I get a message saying Sync is having issues and will be restored soon
Configuration: iPhone / Safari 13.0.1

Good evening Nina,
You need to clear the cache of the Google Play Store as well as Google Services Framework.
The path should be something like this
1. Settings > Apps > All apps > Google Play Store > Clear cache
2. Settings > Apps > All apps > Google Services Framework > Clear cache
