Disable "Windows + R" key?

Hello,
I have quite an annoying issue..
My Windows key does not work for shortcuts like (Windows + R or Windows + E) etc..
However, it works fine on its own; it opens the start menu without a problem..
Does not work:
Windows + R
Windows + E
Windows + Pause
Works:
Windows + L
Windows + X
Windows + P
I have already tried quite a few things:
fn + f6
Restarting :p
sfc /scannow
AdwCleaner
As a network admin, it’s quite bothersome ;p
I’d prefer not to reinstall the OS...
If you have any ideas... Thanks in advance

Well, after a lot of tinkering :p I think I’ve found a solution, at least it worked for me:
-> Open regedit
-> Expand: Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\
-> Export the keys (right click to export): "Keyboard Layout" and "Keyboard Layouts"
-> Delete the keys: "Keyboard Layout" and "Keyboard Layouts"
-> Restart
Here the Windows + R keys work, but the keyboard is in Qwerty
-> Right click on the exported keys, then merge (for both)
-> Restart once more.
And normally it's good, at least for me :p
