Hello,
I want to create bootable DVDs of Windows 8.1 or 10, but I can't burn the downloaded ISO files of Windows because their sizes are larger than that of the DVD.

Hello,
It is preferable and simpler to do it on a USB key (8 GB or more).
With Microsoft software or the Rufus software to really "control" the settings.

The Windows 10 ISO is always kept up to date.
So it is not advisable to create an installation USB and keep it aside, as the risk is to install an old version that will require an immediate update if you use it in a few months.
Only create an installation USB on the day you need it.
