Is 30% memory usage and 70 processes running all the time normal?

Hello, everything is in the title.
In my task manager, there is at least 30% memory used and about 70 background processes running constantly.
I noticed that among the background processes, there is Cortana (which I have disabled) using about 3% of the memory, as well as software that I haven't launched in about 2 months.
Moreover, some time ago I noticed a "double desktop" issue, meaning that when I move icons from the desktop to a folder on the desktop, they sometimes copy as if they were transferring disks (Windows is on my SSD and my desktop is on my HDD).
However, I haven't had this problem recently, even though I haven't done anything to fix it.
I use a Dell G3 laptop running Windows 10.

Yes, that's completely normal.
You must have 8 GB of RAM, right?
With 4 GB, it can go up to 50%.
And much more if the web browser is open since they are quite resource-intensive.

I have 16 GB and I'm constantly at 25% (without any apps open), is that normal?

But I've observed 30% without the browser on startup and 20% currently (the computer has been on for about 30 minutes), with the browser I go up to about 50%.
And for those so-called processes that are supposed to be disabled that use memory, where could that come from?

Yes, for example (I'm using it as an example because it uses 3% of my memory), but in the list there is also a utility for "Origin" that I haven't launched in a while, or WMware which serves as access to a PC from my university from my computer that I haven't launched since June.

These are programs that launch at startup.
You can disable them from the task manager > Startup tab.
