Hello,
I have a problem with this PC. Since I did a "factory reset," I've been having this issue. It's been a while since I did that, so I don't really remember what I did. Until now, I didn't care much about this computer, but I'm going to give it to someone... if that's still possible...
When I turn it on, I get a gray screen displaying the brand name and model. So far, nothing unusual. Then I'm stuck on a black screen with a blinking cursor in the top left corner... Over to you! ^^

Do you have a CD drive on this PC, or externally...??
Could there be a USB key or a memory device in one of the drives of this PC..?? that might be causing trouble at startup..?
It would be better to set the boot order as follows: CD-ROM== Removable USB== HDD.
This way, the disk boots only if there is no CD or USB key in the drive... But it can boot from CD or USB if there are any present at startup...
Normally, your Windows version in the hidden partition (if it exists) should be the right one...
These PCs don't have a physical disk; it's a static disk, just electronic memory, and after a while, it loses memory if it isn't powered... let's say it's between one and two years...
If that's the case, the solution would be to attempt an installation from a USB key containing the Windows installation files.

What Model is it..? I think these little devices were running on XP... and Win7, that might be asking a lot from it...?
What you are indicating means that it can't find the Windows startup...
Either its disk is dead or empty... or it's in UEFI or MBR and you haven't installed the version of Windows that matches...?
Maybe it has been turned off for too long without having the battery charged..?

The model, I think it's this one... BLK001S black.
I haven't changed the operating system; it's the one that was provided with it.
It starts on [HDD:PM-ST9160301AS] then comes [Removable Dev.] and [ATAPI CD-ROM]

Not that either. No integrated or external CD drive.
No USB drive plugged in.
I changed the boot order but nothing.
No installation disc "Windows 7 Starter" was provided.
You need to make a USB stick with a small system on it, like "Puppy Linux" https://www.commentcamarche.net/telecharger/systemes-d-exploitation/22187-toutou-linux-slaxen/
and with that, you boot your PC... just to see if it actually boots from a USB stick and if the rest of the PC works, and in passing check the contents of the hard drive... before switching to Windows.
If it works, we can use the same technique to install Windows... but later.
It wasn't working, usual booting. So I went to check the boot settings. And there a new tab had appeared: Hard Disk Drives. I clicked on it and the 1st drive was [HDD: PM-ST9160301AS] and the 2nd Drive was [USB: Verbatim Store] (my USB stick...) I swapped the two.
Things moved a bit, an error message appeared: "No DEFAULT or UI configuration directive found! boot: _"
You need to use a program like "Rufus" to install an ISO on a USB stick

You can place your USB stick first and the HDD second... the day it works, it will still start your PC even if you don't have a BOOTABLE stick plugged in.
