QUESTION. Android startup in progress. Optimizing the app

Hello.
Some time ago, my phone displays a message every time I start my device (HTC Desire 10 Pro). It's running Android 6.0.
I've searched many forums, and not being very skilled at this, I couldn't understand half of the explanations!
It shows me: Android is starting. Optimizing the app.
This message stays displayed for a good twenty minutes before showing: launching applications and taking me to the home screen.
It's been almost a month now. And since I only received my phone in October, I don't see myself getting another one.
I've seen explanations that advise deleting recently installed or updated applications, but since it's been several weeks and I have many applications since then, I don't know what to do.
I'd like to avoid deleting all my applications (the photos aren't a problem for me since I use Google Photos).

      I followed the given instructions but I'm stuck. When I run the command adb logcat > log.txt, it says access denied. Is this normal?
