Because 16GB is the total memory capacity, and I believe it takes 1.5 or 2GB just for the operating system, and then there are photos, music, videos, documents, etc.
And some applications require more space than others.

iOS 12 (iPad):

A "classic" app averages 300 - 500MB.

An RPG, a racing game, a music listening app, mapping, etc. can take up to 1.5GB.

It all depends on your usage; 16GB is quite low (fills up quickly), especially since it's not possible to put music/videos/photos/images on a memory card with an iPhone, iPad, or iPod.
