WhatsApp call waiting

Hello,

I was communicating with someone on WhatsApp, and all of a sudden "Call on hold" is displayed. Does this mean they are definitely on another call on WhatsApp, or could it be Viber or a normal phone call?
Also, can "Call on hold" indicate a disconnection?

    Hello,
    Personally, when I have "Call waiting" on WhatsApp, it's because the data or Wi-Fi network is insufficient for us or for the contacted person.
