The only way to get a free graphics card is to find one on the ground in the street or to steal it...
However, there are OEM graphics cards (without a box), which are cheaper!

  Uh, is that true? Because my computer screen got fried during the storm, and I'm desperately looking for a 16:10, 22-inch monitor for a maximum of €160, which is very hard to find. But if the insurance can give me something, that would indeed help me.

  Take a walk in a wealthy neighborhood on garbage collection day (does that exist around you?). There are always a few computers among the lot with graphics cards that can be removed and that will be more or less old. I once found a 1900XT in perfect working condition in a computer lying on the sidewalk.

I don't see the point of trading one graphics card for another. It seems unlikely that someone would give you a more powerful card than yours. You could always dream :)
At most, trading a graphics card for a CPU or RAM, I would say you have a better chance there. For that, you have sites like Leboncoin for ads between individuals.
