USB overload status!

Hello!
I have a Toshiba 40" LED television that, while starting up, displays a message: "USB Overload Status, Please unplug all devices and restart the device." I did that, but the message won't go away, and I can't do anything at all. I've already pressed reset to reboot the Android system, but nothing works. The message persists.
Please help me!

Hi,

Are you talking about Android... does your television run on Android?

Are you sure there are no more USB devices connected to the TV?

If nothing is connected to the TV, it's possible that one of the USB ports is malfunctioning... and that a short circuit is occurring within the USB port, causing an electrical loss/surge which triggers the error.

You might need to seek expert advice and repair for the TV to resolve the issue.

Yes, it's a TV running on Android. I had a one-year warranty and just after a year, this happens. So the warranty has expired.
There are no devices connected underneath anymore, I've removed everything as the instructions said and then I restarted, but nothing happens! The error message remains.
The problem occurred while a 1TB external hard drive was connected there!
No one in my house knows how to repair this Android TV, and everyone has their version, like saying it needs a system update, the motherboard is faulty and needs to be replaced, which costs as much as a new one,... Anyway, I hope to find the right answer here and something tells me I'm on the right track from your response, but how do I remove this short circuit?

I already took the TV to the manufacturer's distributor for an inspection and repair, but since the warranty has expired, they don't want to do anything.
That's why I'm here. Hoping that someone can guide me.
