Sending liquid by post

I had an unfortunate experience with the post once: I sent a 20€ bill in a "classic" A4 sheet folded, all in a regular envelope... the mail arrived without the note inside... so I imagine it was seen through transparency or something, thanks mail!!!

I don't want to get screwed over twice: with a birth announcement, I'm hesitating to send cash (4 bills of 50) in folded letter paper, all in a rather opaque envelope (small invitation-type envelopes).

To summarize: Letter paper + in a cardboard paper announcement + a rather opaque envelope... I imagine that through transparency there's no risk.
In your opinion, are there other risks that I might get detected (touched, machine...) or should I give it another shot? 20€ is one thing, 200 is annoying!

Little detail: I’m almost certain the envelope will pass through human hands since I'm sending it first to a recipient who has to forward it later, so the envelope will probably be unreadable by a machine.

    For complicated reasons (that nobody cares about!), I have no choice but to send cash, do you think the risk of getting my bills stolen is high?
