As soon as they create their site in the French version, they are supposed to be able to follow in French.
Well, ideally, it would be best to file the complaint in English, to make sure it doesn't get overlooked.
Short sentences and a good online translator, with clear words like Complaint and legal action :) They will understand.

Moreover, they clearly state that you can contact the data protection service of "your country." You need to read everything.
