Activate my VGA port for a second screen

1) What is your second screen?
Does it only have a VGA input?
If it has a digital input (DVI, HDMI, ...), it is easier to connect it to the GTX 1050, which accepts multiple screens.

2) I have a B250 LGA1151 motherboard
Can you please provide the brand and model?
If you have a branded PC, the BIOS is usually limited, and some settings are not accessible.

Instead of doing that, since a GTX1050 can handle up to 3 screens, why not get an active DVI-D/VGA adapter and connect your 2nd screen to the DVI port?

In most cases, adding a secondary card disables the motherboard's graphics chipset.... you must be in that situation.
