Who is connected to what? The webcast is connected to the television and provides a cast server at the address 192.168.49.1, which you can't connect to with your tablet, right?
What does Windows 10 have to do with this?
First, know that 192.168.xxx.xxx is an IP address on your local network, meaning the router assigns each device connected to the network (either via Wi-Fi or Ethernet) a unique address (which can of course change) of this type. So if you want to connect to a local server, you need to know its address and give it a static lease (an address that won't change). You can do this in your router's configuration interface. If the address isn't correct, it's normal that you can't connect...
