Hello,
I have an old PS/2 keyboard, I don't know the brand, it just says KEYBOARD MODEL: sk-1688, here's a photo: http://hpics.li/1903a90
When I connect it via PS/2 to my PC and then turn on my PC, the three lights on the top right briefly light up twice and then stay off.
And when I press a key on the keyboard, nothing happens, and it even blocks the mouse (which is also connected via PS/2)
I checked, I didn't plug it into the wrong ports, so is this a driver issue?
Is my keyboard dead?
Or is it the PS/2 port on the PC?

I don't think so.
I think rather that there is an incompatibility between your PC and the keyboard.
I myself have an old DELL keyboard from Windows 98 and the LEDs light up like you said, but then everything turns off and nothing happens with the keyboard anymore.
Check in the BIOS if there are any settings regarding the PS/2 port.
