In the command prompt (admin) or PowerShell (admin), type this;

cd\
attrib -h -s -r $recycle.bin
cd $recycle.bin
takeown /f * /r
cd\
rd $recycle.bin /s

Nothing to do! Even with unlocker, accessing the file is impossible, and the recycle bin continues to lock all commands on the PC every time it goes to sleep.

I also tried opening the command prompt as an administrator in Windows and manually trying:
RmDir /S "C:\$Recycle.Bin"
RmDir /S "C:\RECYCLER"

Same result
I really don't see how to get out of this.

Uninstall Unlocker... it's useless.
And explain your problem better, because I don't see the connection between the recycle bin and sleep mode.

The folder $recycle.bin, you can't delete it, it's the recycle bin, it will be recreated every time.

When my PC goes to sleep, upon waking it, the following message appears: "The recycle bin on C: is corrupted. Would you like to empty the recycle bin on this drive?" All normal commands are blocked. The only solution to regain control is to power off the PC using the power button. I can then restart, but the PC responds very slowly.
I have tried the solutions recommended on this forum in this case (deleting the recycle bin on C: and restarting the PC) but I cannot, even with the administrator account, delete the recycle bin and more specifically a file labeled "S 1-5-18"
Even with the admin command prompt, I do not have access. Same with unlocker
I know the recycle bin will be recreated at each restart, but according to the advice of some on this forum, deleting it allows the PC to restart with the recycle bin free of defects.
It seems that many are satisfied with these solutions. For my PC, it doesn't work.

It seems more like a sleep mode issue than anything else, especially if the recycle bin works normally otherwise.
Is it really only when the PC goes to sleep?

How much space is left on C?
What is the model of the computer?

Do a checkdisk in command line.
You need to enter the following command in an elevated command prompt:

chkdsk c: /R /F

It will prompt you to perform the analysis on Windows restart, accept.

DD access denied, there was nothing to do about the authorization issue. Then I went to Control Panel, Accounts and Protection, User Accounts, Change User Account Control settings, and I moved the slider down to Never notify me. Then I restarted the computer, plugged in my hard drive, and it worked. I copied the hard drive to the computer and put the slider back to where it was...

Hello,

If even with administrator rights you can't delete files, you'll need to use a shredder.
Personally, I use portable Unlocker (https://www.commentcamarche.net/telecharger/utilitaires/22737-unlocker/
Remember to restart your PC after the operation, the files may still be displayed on the screen^^
