Transform photo into plan

Hello,

I need to transform a photo of a hedged landscape into a simplified plan with the main elements (hedges, trees, a pond, church, etc.).
I currently have Illustrator and Photoshop.
I'm trying to work with layers by redrawing over them, but I find it quite ugly.
Do you have any ideas to help?

    There's no better idea than to redraw over it..
    The layer is a good solution... I admit that it's not easy and that it's an art...!
